CRYSTAL LAKE MANUFACTURING - A NAFTA DILEMMA At the close of 1999, Crystal Lake Manufacturing of Autaugaville, Alabama, was trying to decide if it could survive the NAFTA environment once tariffs are dropped on Mexican brooms shipped to the United States. In 1996, President Clinton announced that he would provide the industry "tariff relief on broom corn brooms for a period of three years that will provide time for the domestic industry to implement an adjustment plan that will facilitate its positive adjustment to import competition." Initially, the U.S. International Trade Commission had ruled that the industry should receive protection, but President Clinton refused to grant the industry relief until after the 1996 presidential elections. Then he reviewed the findings and decided to give the industry three years of tariff relief before exposing the industry to competition from Mexico and other developing countries in the region.
